The Turnbull Construction Project Managers Ltd. (TCPM) team completed the Community Safety Building project for the City of Richmond acting as the City’s Representative / Project Manager throughout the design and construction phases.
Opened in September 2011 (3 months ahead of the initially planned opening date), the Richmond Community Safety Building has become the new home for Richmond RCMP Detachment.
Designed by Christopher Bozyk Architects, and built by Scott Construction, the facility has been delivered utilizing the construction management method in order to meet the 14 month design and construction schedule.
The original building was built in 1984; the project included major renovation for almost all of the building components. Curtain wall and skylight glazing was completed replaced, a new roof , completely new electrical and mechanical systems and almost all the building interiors have been demolished and reconstructed to suit the new use.
Due to the fast-tracked nature of the project, TCPM worked with the CM and the Consultants to pull forward tendering of key scopes of work such as demolition, structural upgrade and envelope works.
One of the key project objectives was to design and implement seismic upgrade to the existing building structure in order to meet the post disaster standards. The TCPM team identified early on that the structural scope of work would be on the critical path of the project, a qualified structural engineer was pre-selected to be assigned to the Architect’s team of design consultants. The structural engineer was able to start site investigation and preliminary design work while the selection of the Architect and design consultants was still in process. TCPM recommended direct procurement of the viscous seismic dampers (long lead item) ahead of structural tender.
Similar strategies have been implemented for mechanical systems.
The building was designed and constructed to achieve LEED Gold Certification.
